Do yourself a favor and stay away from this guy. I'm not sure if he is a scammer or an idiot - probably combination of both. One thing is certain, he will never finish the job. He will keep lying to you, will take your money and do nothing. If you are unlucky enough to let him start the job you will see how horrible he is. You will pay twice the money to have a professional correct his screw ups. He is not a licensed contractor, although, he will probably lie to you about that too...
