Does not pull permits. Make him show you a permit before you give him money. He will take the short cut to pocket the cost then when you try and sell the property the lenders will not lend without a permit. IT IS NOT A CHOICE FOR A LICENSED INSTALLER TO NOT PULL A PERMIT. Paul Cardenas cost me thousands of dollars and should not be trusted.
